Mark Scifres founded Pavlov Media in 1992, while earning his Bachelor of Science in Engineering at the University of Illinois at Urbana-Champaign. The original purpose of Pavlov Media was to provide students living in the school's dormitories, sororities, and fraternities with Internet service. Since then, the company has expanded into broadband and wireless Internet, digital and analog telephone landlines, and basic and advanced cable television.

Following its merger with Wavelength Corporation in January 2011, Pavlov Media now operates in 35 states and handles the media needs of more than 100,000 consumers. Although focusing its efforts mostly on multi-dwelling units, Pavlov offers packages for businesses and individual residences as well. Devoted to customer satisfaction, Pavlov Media offers an uptime greater than 99 percent, an automatic reporting system that provides customers with updates as technicians work on service interruptions, and a 24/7 call center ready to answer questions regarding its online, telephone, or television services.

Placing a high emphasis on innovative technology solutions, Pavlov Media has created patented management programs in rent collection and virus protection. Pavlov Media also aids cities in improving their wireless capacity, and it has developed high-speed mesh infrastructures for Champaign, Illinois, and New York City. In 2007, Pavlov Media deployed a free municipal wireless network in downtown Champaign, where the company is headquartered. This attempt to encourage people to visit the city's downtown district earned coverage by Business Wire. In a September 2007 article, the Champaign city planner praised Pavlov Media for its commitment to its community and the positive response the program received. This experience inspired Pavlov Media to design ways for those in underserved and rural communities to obtain broadband Internet.
