Description:
Treasury Accountant / Systems Accountant
Our client is carrying out a major project which involves development of an IT system by a 3rd party which will allow significant volumes of revenue to be spent by the public and in turn allocated to a number of independent operators. This role is responsible for setting up of all systems and ensuring all systems are fully compliant with Financial regulator and all other relevant regulations.
Our client is working with a global IT solutions company to develop and implement the back-office systems and in preparation for the launch of the Scheme is now recruiting this role to provide necessary input and oversight of the financial operation of the scheme.
Main Responsibilities:
Financial Management: Manage the production and delivery of management information in accordance with professional accounting standards and to agreed timeframes & formats.
Design and implementation of necessary financial and internal control systems: Develop enhancements to the management information system as appropriate.
Regulatory & Compliance: Ensure compliance with all relevant legislative and financial reporting requirements.
Commercial negotiations: Provide financial evaluation and support for any commercial agreements being concluded by the project.
Treasury: Support capital and revenue funding requirements of the scheme and provide treasury policy definition, implementation and supervision aswell as management of banking arrangements and bank accounts.
Independent assurance: Facilitating a credible and robust system of independent assurance over processes that record protect and report scheme assets and liabilities and income and expenditure.
Phase 1 of the role will be up to launch and will primarily involve defining and documenting the core policies and related controls and developing the management information system required to monitor and report all scheme activities.
Phase 2 will be the financial control during operation to include; income, cost and asset reporting, appropriate settlement supervision, operation of billing and receivable for system usage, internal control, security, compliance, liquidity rules and treasury authorisation and management.
Requirements:
Candidates should have a recognised accounting qualification with a minimum of 3 years post qualification experience
Ideally will have experience of working in a financial services or clearing house environment with high level experience of relevant MIS’s and Settlement systems experience
Preferably have had detailed involvement with complex clearing systems
Prior experience working at a managerial level with a Finance responsibility.
